论社团组织成员的选择与制度建设——基于全新产业链构建团体标准特点

Study on Choice of Social Organization Members and System Construction Based on Characteristics of Social Organization Standards in Emerging Industrial Chain

随着新版《标准化法》的出台,团体标准的法律地位得到充分肯定,这是我国标准化体系建设的一次创新,更是为了适应新兴生产力发展和社会进步的客观需要。而团体标准应用的有效性和服务社会各相关产业发展的能力,取决于在全新产业链项下各相关特点和诉求的集成体现,也是生产力决定生产关系,生产关系反作用于生产力的客观体现。作为团体标准的制定主体,社会团体成员的构建,对团体标准立项的科学性、制定的全面性、应用的有效性和利益诉求的普世化有着非常重要的意义。本文以全新产业链重塑为基础点,以产业链各节点诉求和优势为关切点,对全新产业链存在的特点和内在关系、社团成员履行自身团体标准制修订的权利和义务构建的制度体系进行分析,旨在解决全新产业链项下如何选择社团成员才能满足团体标准制定主体的构建。

With the implementation of the revised Standardization Law of China,the legal status of social organization standards has been fully affirmed,which is an innovative action in the construction of standardization system in China and also objective needs to adapt to the development of new productive forces and social progress.During the publication and implementation of social organization standards,social communities take the rebuilding of emerging industrial chain as basis point and take the demand and advantages of every node in the industrial chain as concern point to maximize the realization of social organization members'choice to meet the requirements from emerging industry chain to develop social organization standards in emerging industry chain.So it is necessary and urgent to study the institutional system constructed by members'right and obligation of carrying out the revision of their own social organization standards.
