应用新《固体矿产地质勘查规范总则》需注意的问题探讨

Discussion on the Problems Needing Attention in the Application of the New"General Requirements for Solid Mineral Exploration"

随着经济社会发展,GB/T 13908-2002《固体矿产地质勘查规范总则》逐步显现出资源储量类型复杂、类型实用性不强、无法与国际接轨、不便于实际操作等问题。GB/T 13908-2020《固体矿产地质勘查规范总则》已颁布实施,新总则按照绿色发展理念、遵循地质规律和经济规律进行了修订,是我国地质勘查规范近20年来最大规模调整。新总则从勘查阶段划分、勘查类型确定、综合勘查综合评价、绿色勘查、可行性评价等方面提出了新的要求,其实施也面临资源储量管理政策调整、新旧分类标准对接、工业指标管理等问题。同时,对矿产勘查从业单位和人员从业能力提出了更高的要求。本文对新旧总则进行了对照,对使用中需要注意的问题进行了总结。通过问题总结、探讨,力求能快速、深入理解新总则的内涵,准确应用于实际工作。

With the development of economy and society,GB/T 13908-2002"General requirements for Solid mineral exploration"has gradually revealed the problems of complex types of reserves,weak practicability of types and inability to conform to the international standards,which is not convenient for practical operation and so on.The 2020 edition of the general principles of geological exploration for solid mineral resources has been promulgated and implemented.It implements the concept of green development and follows the geological and economic laws,which is the largest scale adjustment of the geological exploration norms of solid mineral resources in China in the past 20 years.It has been revised from the aspects of division of exploration stage,determination of exploration type,comprehensive evaluation,green exploration and feasibility evaluation,and put forward new requirements.At the same time,it faces the problems such as the adjustment of resources and reserves management policy,the docking of new and old classification standards,and the management of industrial indicators,and it puts forward higher requirements for mineral exploration practitioners and personnel.In this paper,the new and old"General requirements for Solid mineral exploration"are compared,and the problems needing attention are summarized.The author tries to understand the connotation of the new standard quickly and deeply and apply it to practical work.
