打赢贫困脱贫攻坚战,必须把扶贫与扶志、扶智结合起来。培育贫困群众脱贫的内生动力,既是落实国家扶贫开发政策、切实解决贫困问题的有效途径,也是新时期中国特色社会主义发展的内在要求。扶贫与扶志、扶智相结合的实践路径包括激发贫困群众的主体意识、培养贫困群众的自立自强意识、实施奖补结合政策、加强基层党组织建设、大力发展教育扶贫、培养贫困群众的生产经营能力等。

To realize the goal of poverty alleviation,we must strengthen the combination of poverty alleviation and support for the spirit and wisdom.Cultivating the endogenous power of the people out of poverty is an effective way to carry out the national policy of poverty alleviation and solve the poverty problem.It is also the internal need of the socialist development with Chinese characteristics in the new era.The practical ways of combining poverty alleviation with support for ambition and wisdom include stimulating the main body consciousness of the poor people,cultivating their consciousness of self-reliance and self-improvement,implementing the method of combining awarding and compensating,strengthening the construction of low class organizations,vigorously developing the education to help the poor and cultivating their production and management abilities.
