宁夏面临的水资源问题及高质量发展对策

Water Resources Problems and the Relevant Countermeasures for High Quality Development in Ningxia

宁夏地处我国西北干旱缺水地区,有限的当地水资源和受限的引黄水量,成为区域经济社会发展的重要约束。为保障宁夏绿色高质量发展,文章在系统梳理全区水资源及其开发利用状况的基础上,以问题为导向,以"水"为主线,以"区域面"为着眼点,提出相应对策建议。即:节水治污——提高用水效率和严控污染物排放对水质的影响,从量、质两方面充分挖掘现有水资源利用潜力是其首要任务;量水发展——以水资源承载能力或用水总量红线为约束,严格控制高耗水农业和能源产业发展规模,合理规划农田有效灌溉面积发展,适水种植为其根本任务。唯有二者有机结合才能从根本上实现区域绿色高质量发展。

Ningxia is located in the arid area of Northwest China.The limited local water resources and the diversion water amount from the Yellow River has become severe constrains to economical and social development in Ningxia.To ensure the green and high-quality development,this paper first systematic analyzed the water resources situation and their development and utilization in the whole region,then by taking the problems from the above analyzed as the guide,the countermeasures and suggestions were proposed considering the"water treatment and high efficient utilization"as the main line and"development and utilization in the regional area"as starting point.In that,water conservation and pollution control,as first task,should be achieved by improving water use efficiency and strict pollution control.The development decided by water,as basic task,should strictly control the scale of high-water consumption agriculture and energy industry.For agriculture,that is key to reasonably plan the development of effective irrigation area and adopt-suitable precipitation planting.Only the proper combination of the two aspects could fundamentally achieve the green and high-quality development in Ningxia.
