Research on the Main Functional Area Supporting Policy of the Implementation of"Two Mountains"Theory

为践行“两山”理论,实现生态环境保护和人居环境质量提升,文章在内涵辨析、必要性论证、问题识别、已有政策方向分析的基础上,提出推进各类主体功能区绿色发展政策建议:城市化发展区严格执行生态环境损害赔偿制度,发展循环经济,编制自然资源资产负债表;重点生态功能区探索多元化生态产品价值实现路径,继续完善横向生态补偿制度,发展生物经济;农产品主产区严格绿色产地保护,发展农业循环经济,培育农耕文化旅游。

In order to implement the"two mountains"theory,protect the ecological environment and improve the quality of living environment,based on discrimination of connotation,demonstration of necessity,problem identification and analysis of existing policy direction,the paper puts forward the following policy suggestions to promote the green development of various functional areas:The urban development area should strictly implement the compensation system of ecological environment damage,develop the circular economy,and compile the balance sheet of natural resources;The key ecological functional areas should explore the paths to implement the value of diversified ecological products,continue to improve the system of horizontal ecological compensation,and develop biological economy;The main producing areas of agricultural products should strictly protect the green producing areas,develop agricultural circular economy and cultivate agricultural culture and tourism.
