过度医疗引发民众就医成本上升,加剧医患矛盾,是当前我国医疗实践中的一个突出问题。过度医疗问题久拖不解,与人们对其引发原因的错误认知有关。通过对流行的错误认知的反思发现,引发过度医疗的主要原因是医疗服务管制,诸如医疗服务机构准入管制、医疗服务价格管制以及医务人员的准入管制等。因此,解决过度医疗问题的治本之策在于打破医疗服务管制,推进医疗服务体系的供给侧改革。

The excessive medical treatment has caused the rising cost for patients,aggravated the contradiction between doctors and patients.It becomes a vital problem on medical practice in China.The reason why the problem of excessive medical treatment is so difficult to solve is related to the false recognition of its causes.Through the reflection on general false recognition,it is found that the main cause of excessive medical treatment is medical service regulation,such as accession of medical service institutions,price control of medical service and accession of medical personnel.Therefore,in order to solve the problem of excessive medical treatment,we must break the medical service regulation and promote the supply-side reform of the medical service system.
