摘要
目前石油企业的三级科研机构模式面临着部分项目“不接地气”的问题,因此有必要在基层生产单位开展科研攻关。基层生产单位面临的是生产一线的实际问题,因此基层科研管理不同于专职研究机构,要探索新模式,搭建新型机构,建立短链的审批,跨界引入新技术、打造“蓝领”科研团队,实现现场问题快速准确的解决,助力基层单位的发展。
At present,the three-level scientific research institution model of petroleum enterprises is out of the needs of field in some projects.As a solution for this problem,it is necessary to carry out scientific research in establishment units.The issues which establishment units faced are the urgently needs in shop floors.It is a new management mode other than professional R&D center type for establishment units to set up a new sort of institution,simplify approval processes,introduce technology in different technical fields.These measures would create a“Blue Collar”R&D team which aims at building quick response ability for solving actual needs of field and boost the development of establishment units.
