本文分析了世界新一轮军民融合发展的动向,例如战略母港建设受到一致重视,各国大力布局军民科技创新领域,抢占信息化时代的制高点,重视实体经济,激发军民融合产业活力。在此基础上,本文提出青岛推动军民融合深度发展的对策建议。一是精准定位城市方向,加快实施军民融合战略。二是全面提升综合保障能力,建设世界一流的海军战略母港。三是先行先试引领军民协同创新,攻克海洋科技关键核心技术。四是充分用好黄金机遇叠加期,助力军民融合产业长期持续发展。五是加快占领新兴领域军民融合制高点。

This paper analyzes the development of a new round of civil-military integration trend in the world,such as emphasizing strategic home port construction,distributing technological innovation,grabbing the commanding heights of the information age,attaching great importance to the real economy,activating energy of military and civilian integration industry,and on that basis,proposing countermeasures and suggestions to promote the development of military and civilian integration depth of Qingdao.Firstly,we need to pinpoint the direction of the city and accelerate the implementation of the military-civilian integration strategy.Secondly,it is to improve integrated support capability,and build a world-class naval strategy home port.Thirdly,it is to try leading military and civilian collaborative innovation,and marine science and technology key core technology.Fourthly,good superposition of golden opportunity is to be used for a long time sustainable development of military and civilian integration industry.Fifthly,we need to accelerate occupy the emerging field of military and civilian integration.
