钱塘江流域文化治理路径与建议--以杭州市江干区为例

Exploration of Cultural Governance in Qiantang River Basin——Case Study of Jianggan District,Hangzhou

“文化治理”是一种集理念、制度、机制和技术于一体的治理形式与治理领域,它既涉及文化功能的重新发掘,又涉及文化组织方式、个体文化能动性等要素。目前钱塘江流域文化治理主要存在条块各自为战、缺乏特色文化产品和产业等问题。钱塘江流域文化建设核心应该放在江干区,建议成立钱塘江文化建设专家委员会、打造钱塘江文化长廊露天博物馆、借势起飞,通河达海、建设钱塘江围垦和“堡”文化公园等。

“Cultural governance”is a form and field of governance that integrates ideas,systems,mechanisms and technologies.It involves not only the rediscovery of cultural functions,but also the innovation of cultural organization,as well as the manifestation of individual cultural initiatives.The main problems in cultural governance of the Qiantang River Basin display as sectional fighting and lack of distinctive cultural products and industries.It is suggested that the core of cultural construction in the Qiantang River Basin should be moved to the Jianggan District by establishing the Qiantang River cultural construction expert committee,building the Qiantang River cultural corridor and open-air museum,as well as reclamation cultural park.
