摘要
我国督导体制机制改革要紧紧围绕确保教育优先发展、落实立德树人的教育治理目标,加快构建以目标为导向、以学生为中心的国家教育督导评价指标体系和标准;要加大信息化评估监测系统建设力度,实施基于常态监测的评价和基于评价的督导,提高督导的专业水平和权威,切实推进教育高质量发展;要坚持发展性督导理念,将外部督导和学校自我督导相结合。我国的教育督导体系建设既要借鉴督导制度发达国家的经验和做法,也要坚持自主创新,强化对学校育人执行力度的督导,努力走出一条中国特色的教育督导评价发展的道路。
The reform of the supervision system in China should focus on ensuring the priority of education development, implementing the educational governance goals of fostering character and civic virtue and accelerating the construction of a goal-oriented, student-centered national education supervision evaluation index system and standards. It is necessary to strengthen the informatization construction of evaluation and monitoring system, implement evaluation based on normal monitoring and supervision based on evaluation, improve the professional level and authority of supervision, and effectively promote the development of education. We must adhere to the concept of developmental supervision and combine external supervision with self-supervision of schools. The construction of China’s education supervision system should learn from the experience and practices of the developed countries, and insist on independent innovation, and strive to embark on a development path of education supervision and evaluation with Chinese characteristics.
