摘要
针对当前中低压配电网规划方案决策选择针对性不强、前期评估调查分析不全面、方案对比性不高等问题,提出一种基于帕累托最优的中低压配电网多属性规划方案比选新方法。该方法构建了以供电能力、运行水平、建设及运行成本为一级评价指标,以负载能力、转供能力、供电可靠率、投资水平、运行费用为二级评价指标的规划方案比选评价模型,各一级指标的评价结果由相应的二级指标综合评价后获取,在满足既定多属性影响指标的约束下,通过以规划方案全寿命周期内投资成本最小为目标函数得到最优项;同时在决策评价中除了遵循效益成本最优外,还借助帕累托最优经济学思路,对帕累托前沿的规划方案进行排序,筛选出最优方案,实现以最小的成本创造最大的效益和效率。最后通过实例验证所提方法的准确性和实用性。
In view of the problems of weak pertinence and in-comprehensive preliminary evaluation survey analysis and non-comparability of the medium and low voltage distribution network planning project,this paper proposes a new comparison and selection method for the multi-attribute planning project of the medium and low voltage distribution network based on Pareto optimality.This method constructs a model containing the primary evaluation indexes including power supply capacity,operating level,construction and operating cost,and the secondary evaluation indexes including load capacity,power transfer capacity,power supply reliability,investment level and operating cost.The evaluation result of each primary index is acquired from the result of relevant secondary index.Under the constraint of satisfying the set multi-attribute influencing indexes,it is able to obtain the optimal project through the minimum investment cost in the whole life cycle of the planning scheme as the objective function.Meanwhile,by means of the ideas of Pareto optimaliy economics,the front Pareto planning projects are sorted for selecting the optimal project and realize the minimum cost and the maximum benefit and efficiency.Finally,the accuracy and practicability of the proposed method are verified by examples.
