新形势下石化企业危险废物规范化管理存在的风险及政策建议

Risks and Policy Suggestions for Standardized Management of Hazardous Wastes in Petrochemical Enterprises under the New Situation

近年来,关于危险废物管理方面制定了系列法律法规和标准规范,有力促进了危险废物管理规范化管理。石化行业由于危险废物产生量大、组分复杂及处置利用难度大等特点,日益受到政府和公众关注。在新形势下,如何做好危险废物规范化管理工作是石化企业环保管理工作者亟需解决的问题。本文从危险废物判定、综合利用、转移处置、管理平台等管理环节存在的问题进行了初步分析,并提出相应的政策建议,以期加快危险废物相关制度落地实施,解决企业危险废物处置利用难的问题。

In recent years, a series of laws, regulations and standards have been formulated regarding to hazardous waste management, which has effectively promoted the standardized management of hazardous waste. The petrochemical industry, due to the characteristics of large amount of hazardous waste generation, complex components, and difficulty in disposal and utilization of hazardous waste, was attracted by the government and the public. Under the new situation, how to do a good job in the standardized management of hazardous waste is an urgent problem to be solved by the engineers who engage in environmental protection management in petrochemical enterprises. This paper analyzes the existing problems in the management of hazardous wastes, comprehensive utilization, transfer and disposal, and management platforms, and puts forward corresponding policy recommendations in order to speed up the implementation of policy about hazardous waste and solve the problem of difficult disposal and utilization of hazardous wastes in enterprises.
