太原市空气质量改善着力点分析

Emphasis points of improving environmental air quality in Taiyuan

现阶段太原市大气污染防治工作取得重要进展,但空气质量排名仍比较靠后,持续改善空气质量的压力很大。本文在深入分析太原市空气质量改善状况、面临形势及存在问题的基础上,提出了太原市推动空气质量改善的着力点:加大普法宣传力度,规范企业生产行为;加强技术指导服务,提升污染应急水平;巩固污染治理成果,深化区域联防联控;调整优化能源结构,推进工业节能降耗;增强部门协作配合,构建部地联动机制。

Important progress has been made in the prevention and control of air pollution in Taiyuan at this stage,but the air quality ranking was still relatively low,with the levels of these pollutants shot right back up,that lead to the great pressure on continuing to improve air quality.Combing enhanced supervision and designated assistance work,this paper deeply analyzes the situation of air quality improvement,the current situation and the main problems in Taiyuan City.Based on this,it proposed the key points to promote the improvement of air quality continuously in Taiyuan,which were as follows:(1)increase publicity and promotion of laws,and standardize corporates’production behavior;(2)strengthen technology expert guidance and service,and promote the level of pollution emergency;(3)consolidate the achievements in preventing and controlling air pollution,and further improve the work of regional joint prevention and control;(4)allocate resource optimal to adjusting energy structure,promote energy conservation and consumption reduction in industry;(5)enhance departmental collaboration,and build linkage mechanism between the Ministry of Ecology and Environment and local government to solve the remaining difficult problems of improving Taiyuan environmental air quality.
