关于做好“瘦肉精”监管工作的七点建议

Seven Suggestions on the Supervision of“Clenbuterol”

“瘦肉精”对人体健康危害严重,国家明令禁止其作为动物生长促进剂使用。然而,在经济利益的驱动下,“瘦肉精”事件近多年来依然时有发生,且其家族成员不断扩大。目前现场筛查项目有盐酸克伦特罗、沙丁胺醇、莱克多巴胺,监测范围也由过去的生猪扩展到猪、牛、羊三个畜种,检测样品是育肥后期家畜的尿液。在多年从事“瘦肉精”抽检的工作中,我们发现目前工作环节中存在着的一些问题对监管工作带来不利影响。譬如,抽样工具的不适用、检测的尿液样品较毛发来讲难获得、部分地方存在工作经费不足、一直倡导的上下联动的检测体系仍未形成、抽检和防疫之间的矛盾、基层养殖户对“瘦肉精”知之甚少等。为此,提出扩大“瘦肉精”等违禁物相关知识在基层的宣传力度、改进现有肉羊采样工具、加强科研采用更易获得的样品作为靶标、加快建立上下联动的监管体系进行常态化监测、做好重点节日专项整治等几点建议,希望有助于提高“瘦肉精”监管成效。

“Clenbuterol”is harmful to human health,and it is forbidden to be used as an animal growth promoter by the state.However,driven by economic interests,the event of“Clenbuterol”still occurs frequently in recent years,and its family members continue to expand.At present,the on-site screening projects include clenbuterol hydrochloride,salbutamol and ractopamine.The monitoring range has also been extended from pigs to pigs,cattle and sheep.The test sample is the urine of livestock at the later stage of fattening.In many years of“Clenbuterol”sampling work,we found that there are some problems in the current work link that have a negative impact on the regulatory work.For example,the inapplicability of sampling tools,the difficulty in obtaining urine samples for detection compared with hair,the lack of working funds in some places,the failure of the up-down linkage detection system advocated all along,the contradiction between sampling and epidemic prevention,and the lack of knowledge of“Clenbuterol”among grassroots farmers,etc.In order to improve the supervision effect of“Clenbuterol”,some suggestions are put forward,such as expanding the publicity of relevant knowledge of“Clenbuterol”and other contraband at the grass-roots level,improving the existing sampling tools of mutton sheep,strengthening scientific research and adopting more accessible samples as targets,speeding up the establishment of up-down linkage supervision system for normal monitoring,and doing a good job of special renovation of key festivals.
