乡村振兴战略背景下基层图书馆的角色转换分析

Analysis on the Role Transformation of the Local Library under the Background of the Rural Revitalization Strategy

乡村振兴战略是政府治理的智慧结晶,也是我国社会发展的重要战略任务,文章在分析基层政府治理转型的基础上,采用了戴维·伊斯顿的政治动力反应模型阐述乡村振兴战略与基层图书馆角色转换之间的关联性。在乡村振兴战略的驱动下,基层图书馆角色转换并不是单一的而是多元化的并存结构,并呈现五个方面的明显特征,即重塑乡村文化休闲、开展乡村教育培训、助力精准扶贫、弘扬传统文化和促进全民阅读,这将有助于提升基层图书馆服务效能,更好地助力于乡村振兴战略的实施和推进。

The rural revitalization strategy is the crystallization of the wisdom of government and an important strategic task for China’s social development.Based on the analysis of the transformation of local government governance,this article uses David Easton’s political dynamic response model to illustrate the relevance between rural revitalization strategy and the role transitions of local libraries.Driven by the strategy of rural revitalization,the role transition of local libraries is not a single but a diversified coexisting structure,and presents five distinct characteristics,namely,reshaping the countryside cultural leisure,carrying out rural education and training,assisting targeted poverty alleviation,promoting traditional culture and promoting nationwide reading.This will help improve the service efficiency of local libraries and assist the implementation and promotion of the rural revitalization strategy.
