随着第四次科技革命的兴起以及大国竞争时代的到来,技术民族主义在美国再次兴起。特朗普政府将在研究、技术、发明和创新方面领先确定为国家安全战略的重要目标,将人工智能、量子通信技术、第五代无线通信技术等新兴技术领域作为重点推进的领域,相继推出了一系列发展新兴技术的战略和政策。特朗普政府还提出了“国家安全创新基地”的概念,整合美国公私部门,倾全社会的力量,确保美国的新兴技术领域的领先地位。技术民族主义是美国大国竞争战略的体现,美国同样将中国视为新兴技术领域的战略竞争对手,对中国进行战略打压、立法限制和政策围堵。技术民族主义在美国已经呈现“极端化”的趋势。

With the rise of the Fourth Science and Technology Revolution and the advent of an era of great power competition,technological nationalism rises again in the United States.The Trump administration has identified leadership in research,technology,invention and innovation as an important goal of its national security strategy,focusing on areas of emerging technology,such as artificial intelligence,quantum communication technology,fifth generation wireless communication technology,and has introduced a series of strategies and policies to develop new technologies.Technological nationalism is the embodiment of the competitive strategy of the great power of the United States,which also regards China as a strategic competitor in the field of emerging technology,and carries out strategic repression,legislative restrictions and policy containment against China.Technological nationalism has become“extramalization”in the United States.
