由几起火灾事故浅析“准危险货物”运输安全

Brief Analysis on“Potential Dangerous Cargo”Transport Safety on the Base of Some Cases of Fire Accident

有一类货物具有一定危险性,但运输条件鉴定为非危险货物(按普通货物运输),实际运输中由于处置不当,时常会发生事故。文中介绍了3起这样的火灾事故,对其海运过程中的危险原因进行探讨,并向运输各方提出了安全管理建议。

There is a category of goods with certain risks,which,however,is identified as non-dangerous goods(ordinary goods)under certain transport conditions.In practice,such goods are not ordinary and accidents often occur due to improper disposal.This paper introduces three relevant cases of fire accident,makes a preliminary study on the dangerous factors in the process of maritime transportation,and puts forward safety control suggestions to all parties involved in the transportation.
