粮食生产功能区和重要农产品生产保护区(“两区”)以主要功能区规划,土地利用总体规划和优质农产品区域布局规划,永久基本农田为基础,确保国家粮食安全生产区,实现基本自给自足。确定粮食和口粮的绝对安全,确保重要农产品的有效供应和提高自给自足保证水平。在大数据背景下和“两区”数据库的支持下,设计与实现“两区”数据的精细化管理、直观化地展示和合理化应用建立相应的信息管理平台。以“两区”划定的数据为基础设计开发的信息管理平台,综合运用GIS技术,JAVA和XML相结合技术,SuperMap SDX+技术以及ESRI最新的矢量切片技术等,采用J2EE框架对“两区”划定的数据进行上图入库。构建了“两区”划定信息管理平台,实现可视、可查、可统计分析和导入导出功能。使“两区”数据合理运用,能以更直观、便捷的方法了解“两区”划定的成果。该平台设计与实现对于“两区”管理和运用,实现藏粮于地,藏粮于技都有十分重要的意义,将为大力实施乡村振兴战略,加快推进农业现代化奠定基础。

The grain production functional zone and the important agricultural product production protection zone(“two districts”)are based on the main functional zone planning,the overall land use planning and the regional layout planning of high-quality agricultural products,and on the basis of permanent basic farmland,ensure the country.The production area for food security is basically self-sufficient.Determine the absolute safety of food and rations,ensure an effective supply of important agricultural products and the permanent basic farmland as the basis to ensure the national food security production zone in order to achieve basic self-sufficiency.Determine the absolute safety of food and rations,ensure an effective supply of important agricultural products and increase the level of self-sufficiency assurance.Under the background of big data and the support of“two districts”data base,“two districts”data fine management,intuitive display and rationalization of applications to establish a corresponding information management platform can be designed and implemented.The information management platform based on the data delineated by the“two districts”is based on the comprehensive application of GIS technology,JAVA and XML combined technology,SuperMap SDX+technology and ESRI's latest vector slicing technology,etc.are used.The data delineated in the two districts are shown in the above figure by the J2EE framework.The“two districts”delineated information management platform was constructed to realize visual,checkable,statistical analysis and import and export functions.By making the“two districts”data rationally used,we can understand the results of the“two districts”in a more intuitive and convenient way.For the management and application of“two districts”,improve the level of agricultural modernization,realize the grain storage in the land,and store grain in technology,vigorously develop a firm foundation for rural revitalization strategy and accelerate the agricultural modernization.
