族际政治视域下的缅北问题研究

Study of the North Myanmar Problem from the Inter-Ethnic Political Perspective

现阶段缅北问题以族际冲突为主要表现,是族际间基于民族利益并诉诸政治权力的互动。该问题源发与其逃避统治的族群史、族群分化的殖民统治、强权镇压的民族政策,以及地缘政治下的民族国家构建等原因密切相关;其发生的机理链路为:族际社会敏感事件刺激、族际生物敌意产生反应、族际群体反击出现、社会外部力量强化、族际政治冲突发生;其解决可遵循马克思唯物主义原理,沿循如下路径:协商,调整族际利益结束对峙;协作,推进现代化构建族际经济共同体;协和,整合族际政治推进民主化进程;协同,统一发展目标构建民族国家。

The North Myanmar problem is an inter-ethnic interaction based on respective benefits of the ethnic people who have been resorting to political powers.Clashes in the region are closely related to such causes as the ethnic groups attempt to extricate from the national governance in history,the colonial rule to differentiate the groups,the ethnic policy to suppress by power,and the setup of the geopolitical ethnic regime.The clash mechanism links may follow such a trajectory:sensible events provoking in the groups community,the reaction stemming from inter-group biological enmity,inter-group mass counterattack,enhancement from the external force,and finally the inter-group political clash.Directed by the principles of Marxist materialism,we may adopt four major solutions as follows:negotiation to adjust the inter-ethnic interests and end confrontation;collaboration to promote modernization and build an inter-ethnic economic community;cooperation to integrate inter-ethnic politics and advance the democratization process;and coordination to unify development goals and build a nation-state.
