基于国家异质性的中巴伊土国际通道集体行动逻辑分析

Based on the National Heterogeneity to Analyze the Logic of Collective Action Among the CPIT’s International Transportation Corridor

中巴伊土国际通道作为"一带一路"背景下的"设施联通",是联通欧亚大陆的国际大通道,涉及到中国、巴基斯坦、伊朗、土耳其四国,属于国际公共产品,与传统的只涉及一国的公共产品不同,这种无世界政府的国际公共品的供给问题,较传统的更为复杂,容易陷入集体行动困境,本文基于国家异质性的视角,从资源禀赋和偏好来衡量国家异质性,在此基础上,构建基础设施领域的国家异质性模型,将资源禀赋用人力资源与劳动力市场、GDP、自然资源保有量、国家安全四个指标进行刻画,将偏好用基础设施现状、国际开放度两个指标刻画,运用完全信息动态博弈论的方法研究其集体行动的逻辑,寻求精炼纳什均衡,并尝试对中巴伊土四国在基础设施领域的国家异质性进行量化,以期为促成该通道的国际合作提供理论支撑和依据.

As a "facility connection" under the background of "Belt and Road",the ChinaPakistan-Iran-Turkey(CPIT) International Corridor is in the Eurasian continents,involving Chian,Pakistan,Iran,Turkey,and belongs to international public goods.Because there is no world government,the supply of the international public goods is more complicated than the traditional ones which is only in the same country.At the same time it is more easily encounter into the dilemma of collective action.This paper is based on the perspective of national heterogeneity from resource endowments and preferences.And constructs the model of national heterogeneity in the field of infrastructure.Moreover this paper depicts the resource endowments from the four indicators of human resources and labour market,GDP,natural resource holdings and national security,and describes the preference from the two indicators of infrastructure status and international openness,studies the logic of the collective action in the method of the complete information dynamic game theory and seek refining Nash equilibrium.And try to quantify the national heterogeneity of the four countries in the infrastructure in order to provide theoretical support and basis for promoting the international cooperation of the corridor.
