摘要
义务教育教师绩效工资政策实行已逾十年,对完善教师工资制度、激发教师教学热情具有重要意义,但在政策执行过程中陷入了难为困境。借助公共政策执行过程研究的史密斯模型加以分析,发现此难为困境主要表现为:理想化政策科学性缺损、执行机构裁量权泛滥、目标群体认同感缺失以及执行环境支持力虚脱。为此,应优化顶层设计,提升政策可行性;落实主体责任,确保政策执行力;立足教师发展,强化政策民主参与;加强政策宣传,释放政策感召力。这是破解义务教育教师绩效工资政策执行困境的可为路径。
The teachers’performance pay policy of compulsory education has been implemented for over ten years in our country.It is of great significance to improve the teacher’s salary system and motivate teachers’teaching enthusiasm.However,there are some difficulties in the process of policy implementation.Through the analysis of the Smith model,there are several reasons of this dilemma:the idealized policy lacks of science,the implementation agency in possession of too much discretion,the target group lacks of identity and the executive environment lacks of the support.Therefor,to solve the obstacles,we can optimize the top-level design to improve the feasibility of policy;implementing the executor’s responsibility to ensure the execution of policy,increase the participation of democracy to promote the development of teachers and enhance the policy advocacy to releasing the appeal of policy.
