摘要
技能形成体系是中国产业工人队伍建设的核心议题之一。中国产业工人技能形成涉及制造产业转型升级、中国制造品牌塑造以及劳工社会保护与融入的多重意涵。在现实层面,中国产业工人技能形成依然面临着诸多困难,满足制造产业需求与促进产业工人经济社会地位提升的技能形成平台尚未形成。改变对普通产业工人、普通生产岗位以及制造产业创新过程中研发与生产关系的传统认知尤为重要。中国产业工人的技能形成不仅仅关涉制造产业转型升级过程中人力资本培育问题,更是关乎以社会公平和社会融入为核心的社会治理命题。
The skill formation system is one of the core issues in the construction of industrial workers in China.The formation of Chinese industrial workers’skills involves the transformation and upgrading of the manufacturing industry,the branding of Chinese manufacturing,and the multiple meanings of labor social protection and integration.At a practical level,Chinese industrial workers still face many difficulties in skill formation.A skill formation platform that meets the needs of the manufacturing industry and promotes the economic and social status of industrial workers has not yet been formed.It is particularly important to change the traditional knowledge of ordinary industrial workers,ordinary production positions,and the relationship between R&D and production in the innovation process of the manufacturing industry.The skill formation of Chinese industrial workers is not only related to the cultivation of human capital during the transformation and upgrading of the manufacturing industry,but also to the social governance proposition that takes social equity and social integration as the core.
