鉴江流域枯水期水量调度的技术实践与效果

Practice of Water Dispatching during Dry Season in the Jianjiang River Basin

自2010年3月广东省人民政府颁布实施《广东省鉴江流域水资源分配方案》以来,省西江流域管理局已完整组织实施了10 a鉴江流域枯水期水量调度工作。该文系统总结了10 a鉴江流域枯水期水量调度工作与效果,分析表明:通过实行水质水量双控,有效保障了流域水质水量总体安全,建立健全了应急调度机制。同时针对茂湛地区水资源供需矛盾日益突出的问题,提出提升水量调度管理水平的措施,逐步完善鉴江流域水量调度模式和内容,为今后进一步做好调度工作提出了相关建议。

Xijiang River Basin Administration of Guangdong Province has successfully organized and implemented the water dispatching during dry season for 10 years since March 2010,when the People's Government of Guangdong Province promulgated and implemented the“Jianjiang River Basin Water Resources Allocation Plan”.This paper systematically summarizes the work and effect of water dispatching during dry season.The analysis shows that the double control of water quality and quantity can effectively guarantee the overall safety of water quantity and quantity in the basin,and establish and perfect the emergency regulation mechanism.At the same time,it points out the existing problems and gives some suggestions to improve the management level of water dispatching in future.
