基于“互联网+”的特种设备检验意见监管模式探讨与实践

Discussion and Application on the Supervision Mode in Special Equipment Inspection Advice Based on "Internet+" Technology

在特种设备检验过程中,《检验意见通知书》作为对现场检验工作的总结,在检验过程中具有重要的地位.大部分特种设备检验机构已经实现了《检验原始记录》和《检验报告》的全周期数字化流转,而同时《检验意见通知书》还处于手动填写的方式出具,出具效率低、用语不规范、信息传递不方便,已成为检验信息化发展的瓶颈,严重制约检验效率和数据质量的提高.本文在对《检验意见通知书》的需求分析基础上,结合实际检验情况,提出了一种基于“互联网+”检验意见监管思路,通过构建规范化的检验意见语句库和自动关联检验原始记录,实现了检验意见的全流程数字化,这对规范检验程序,提高检验效率,实现特种设备的“大数据”监管和风险预警具有重要意义.

In the process of special equipment inspection,a notification of inspection advice has an important position in the inspection process,which is a summary of the field inspection.Most special equipment inspection institutions have achieved the digital circulation of inspection records and inspection reports,however,the notice of inspection opinion still provided in the manual way is inefficient and exits some nonstandard statements and its circulation is also not convenient,which has become a bottleneck of the development of inspection information and has restricted the efficiency and the quality of inspections.In this paper,based on the demand analysis of a notification of inspection advice and the actual inspection,a"Internet supervision idea of inspection advice in which libraries of standardized inspection advice statements were built to relate inspection records automatically was presented and the whole process of inspection advice digitization was realized,which was contributed to standardize inspection procedures and improve inspection efficiency as well as the implementation of"large data"supervision and risk warning.
