论省级农业科研单位机关事务集中统一管理——以福建省农业科学院为例

Discussion on the Centralized and Unified Management of Organ Affairs of Provincial Agricultural Scientific Research Institutions,Taking Fujian Academy of Agricultural Sciences as a Case

长期以来,省级农业科研单位机关事务管理中存在"小而全"的现象,事务工作缺乏统一协调,如缺乏统筹规则、部门间各自为政、公共资源难以有效利用、行政成本居高不下等,大大降低了工作效率。文章以福建省农业科学院为例,阐述了该院机关事务集中统一管理改革前后的措施和变化,分析了在推进机关事务集中统一管理中存在的问题,并从加强政策引导、科学规范职责、建立科学标准和推进信息化管理等方面提出了加强省级农业科研单位机关事务集中统一管理的建议,以规范机关事务管理,提高工作效率。

For a long time,due to the"small and complete"management of many affairs of provincial agricultural scientific research institutions,related work was lack of unified coordination,such as the lack of overall planning,various departments acting on their own,difficult to effectively use public resources,serious waste,high administrative cost,all these lowered the work efficiency.Taking Fujian Academy of Agricultural Sciences for an example,measures and achievements of the organ affairs centralized and unified management reform were summarized in the paper.Existing problems were pointed out.Suggestions on centralized and unified management of organ affairs in provincial agricultural research institutions were put forward,such as strengthening policy direction,scientifically setting post duty,constructing scientific standard,and promoting informatization.All these will standardize management of organ affairs and boost the work efficiency.
