区块链在社区矫正中的运用:探索实践和政策建议

The Application of Blockchain in Community Correction:Exploration Practice and Policy Suggestions

党的十九大报告提出要加强“数字中国”“智慧社会”建设,为我国信息化发展指明了方向。将区块链运用于社区矫正,有利于以“智慧矫正”提升社区矫正水平。文章在分析社区矫正的引入与管理模式、我国“区块链+社区矫正”地方探索的基础上,提出要从推动区块链监管立法、贯彻落实《社区矫正法》、建设统一的信息化平台等三个方面着力,统筹推进“区块链+社区矫正”,不断推进国家治理体系和治理能力现代化。

In the report of the 19th National Congress of the Communist Party of China(CPC),it has been proposed to strengthen the construction of a digital China and a smart society,which has pointed out the direction of the development of informationization in China.The application of blockchain in community correction is helpful to improve community correction by“smart correction”.Based on the introduction and management of community correction and the exploration of the experiences of the“Blockchain+Community Correction”model in China,the paper puts forward that the promotion of the“Blockchain+Community Correction”model in a coordinated way and the modernization of the national governance system and governance capacity should be achieved by promoting the regulation and legislation of blockchain,implementing the Community Correction Law and building a unified information platform.
