效果保证型合同节水管理模式在公共机构中的应用

Application of water-saving management contract with effect guarantee in public institutions

我国公共机构数量多、人员集中、公众关注度高、社会影响大,开展合同节水管理工作,一方面有利于节约水资源;另一方面,对于促进社会资本参与节水、推进节水型社会建设,培养社会公众树立新型、先进的节水理念和行为具有重要意义。以PJR中学、LJ小学及DY行政中心大院为例,采用效果保证型合同节水管理模式进行节水改造,并对合同节水改造效益进行分析。结果表明:改造后各用水单位人均日用水单耗明显降低,其中PJR中学节水率36%、LJ小学节水率51%、DY行政中心大院节水率27%。该模式的成功应用表明,我国中小公共机构的节水改造可以通过与合同节水管理机制相结合的方式来实施。

There are a large number of public institutions in China, with concentrated personnel, high public attention, and great social impact. Carrying out contract water-saving management work, on the one hand, is conducive to saving water resources;on the other hand, it is of great significance to promote social capital to participate in water-saving, promote water-saving society construction, and cultivate the public to establish new and advanced water-saving ideas and behavior. Taking PJR middle school, LJ primary school and DY administrative center compound as examples, the contract watersaving effect guarantee management model is adopted to carry out water-saving transformation, and the benefits of contract water-saving transformation are analyzed. The results show that the per capita daily water consumption of each waterusing unit after the transformation is significantly reduced, including 36% water saving rate in PJR middle school, 51% water saving rate in LJ primary school, and 27% water saving rate in DY administrative center compound. The successful application of this model shows that the water-saving transformation of small and medium-sized public institutions in China can be implemented by combining with the contract water-saving management mechanism.
