高技术产业出口技术复杂度与中国经济增长质量

Export Technological Complexity of High-tech Industry and Quality of China's Economic Growth

在理论分析的基础上,运用2002—2016年30个省市层面的数据,考察高技术产业出口技术复杂度的持续提升与经济增长质量关系。研究发现:高技术产业出口技术复杂度显著提升了地区经济增长质量,这种提升效应在东部沿海地区更强,但在2008年金融危机之后出现了下降。出口技术复杂度会通过促进经济结构升级、创新实力提升、资源配置效率优化、市场机制完善、生态文明建设以及经济成果分享等途径影响经济增长质量,但这种传导效应机制会因新技术吸收力不足、产业之间发展不协调而出现“断层”。进一步的研究发现,高技术各细分行业的出口技术复杂度对经济增长质量的提升效应存在显著差异,但并非出口技术复杂度更高的行业对经济增长质量的提升效应贡献更大,而是取决于出口技术复杂度的“质”,即出口产品中的本地技术含量。研究验证了通过提升出口技术复杂度嵌入全球价值链的基本成效,为地区经济发展如何由高速转向高质量,并实现创新驱动型经济增长的政策制定提供了有益的启示。

The purpose here is to investigate whether the continuous improvement of export technology complexity of high-tech industries can help to promote the quality of economic growth.Using data from 2002 to 2016 at the regional level.The impact of technological complexity of high-tech industry export on the quality of regional economic growth and its mechanism are explored.The study finds that the technological complexity of high-tech industry exports significantly improves the quality of regional economic growth,which is stronger in the eastern coastal areas,but declines after the financial crisis.The complexity of export technology will affect the quality of economic growth by promoting economic structure upgrading,enhancing innovation strength,optimizing capital allocation efficiency,perfecting market mechanism,building ecological civilization and sharing economic achievements.However,the transmission effect mechanism will be"fault"because of the lack of new technology absorptivity and uncoordinated development among industries.Further research finds that there are significant differences in the effect of export technology complexity on the quality of economic growth among high-tech sub-sectors,but it is not that industries with higher export technology complexity contribute more to the quality of economic growth,but that it depends on the"nature"of export technology complexity,i.e.the local technology content of export products.The basic effect of embedding export technology complexity into global value chain is validated,useful enlightenment is provided for policy-making on how to transform regional economic development from high-speed to high-quality,at the same time,achieving the innovation-driven economic growth.
