财政分权下科技创新与城市绿色发展效率

Scientific and Technological Innovation and Urban Green Development Efficiency under Fiscal Decentralization

以2011—2017年269个地级以上城市数据为样本,采用全要素非径向方向距离函数(TNDDF)方法对城市绿色发展效率进行测算,并采用面板数据模型对财政分权下科技创新与城市绿色发展效率的关系进行实证检验。研究发现:城市绿色发展效率均值总体上呈上升趋势,尤其是2015年以后城市绿色发展效率均值上升速度较快;科技创新对城市绿色发展具有显著的促进作用,科技创新与财政分权之间存在交互作用,且科技创新对城市绿色发展效率的促进作用随着财政分权程度的提高逐渐减弱;财政分权对科技创新驱动城市绿色发展效率的调节作用存在空间异质性和门槛效应。因此,应合理划分中央与地方的财权与事权,把握适度的财政分权水平,合理引导地方政府偏好与支出结构,加大城市科技支出,完善城市科技创新体系,提高城市科技创新水平和城市绿色发展效率,加快城市绿色发展目标实现。

Based on the data of 269 cities above prefecture level from 2011 to 2017,the method of all factor non radial distance function(TNDDF)is used to measure the efficiency of urban green development,and the panel data model is used to test the relationship between scientific and technological innovation and urban green development efficiency under fiscal decentralization.The results show that:Firstly,the average of urban green development efficiency is on the rise in general,especially after 2015.Secondly,the Scientific and technological innovation has a significant role in promoting urban green development.There is an interaction between scientific and technological innovation and fiscal decentralization,and the role of scientific and technological innovation in promoting urban green development efficiency gradually weakens with the increase of fiscal decentralization.Thirdly,there are spatial heterogeneity and threshold effect of fiscal decentralization on the efficiency of green development driven by technological innovation.Therefore,the financial power and administrative power of the central and local governments should be reasonably divided.Grasp the appropriate level of financial decentralization,reasonably guide the local government's preference and expenditure structure,increase the urban science and technology expenditure,improve the urban science and technology innovation system,improve the level of urban science and technology innovation,and promote the efficiency of urban green development,so as to accelerate the realization of the urban green development goal.
