城市基本卫生服务获得对农业流动人口留城意愿的影响

The Impact of Accessing to Urban Basic Health Services on the Willingness of Agricultural Migrants to Stay in Cities

城市基本卫生服务是基本公共服务的重要组成部分。利用2014年的流动人口动态监测调查数据分析了基本卫生服务获得情况对农业流动人口留城意愿的影响。研究发现,获得基本卫生服务显著地提升了农业流动人口的留城意愿。异质性分析表明,基本卫生服务获得对农业流动人口留城意愿的影响并没有表现出性别差异、代际差异和收入阶层差异,即这些个体特征并没有和基本公共服务之间产生交互效应。通过多种样本筛选标准、工具变量估计、倾向得分匹配估计等方式考虑了潜在的内生性问题和样本选择问题,结果表明上述结论是比较稳健的。研究结论说明,促进基本卫生服务均等化的相关政策对提升流动人口市民化有积极作用,并且政策效果不会因性别、年龄和收入阶层等个体特征差异而变化。

Urban basic health services are an important part of basic public services.Using the dynamic monitoring survey data of floating population in 2014,this article analyzes the impact of accessing to urban basic health services on the willingness of agricultural migrants to stay in cities.The results show that accessing to urban basic health services significantly increases the willingness of agricultural migrants to stay in the city.Furthermore,the heterogeneity analysis shows that there are no differences in willingness of long-term residence among different gender,generation and income groups.That means these individual characteristics have no interaction effect with basic health services. We solve the problems of endogenous and sample selection by means of different sample selection rules,instrumental variable estimation,and propensity score matching estimation. The conclusions of this article indicate that policies relevant to promote the equalization of basic health services have a positive effect on promoting the citizenization of the floating population,and the policy effect will not change due to differences in individual characteristics such as gender,age and income class.
