总体国家安全观大格局思维分析

On a Holistic View of National Security and Its ideology of a Grand Pattern

总体国家安全观是由习近平在中央国家安全委员会第一次会议上首次提出,是我们党历史上第一个被确立为国家安全工作指导思想的重大战略思想。总体国家安全观内涵丰富,蕴含了严密的战略体系和科学的思维方式,在战略思维层面,突出了党的绝对领导与顶层设计;在民本思维层面,体现为人民安全是国家安全的核心内容,是总体国家安全观的内在精髓;在底线思维层面,我们既要有忧患意识,更要有斗争精神,在大是大非问题面前必须旗帜鲜明;在法治思维层面,防范化解安全领域的各类风险必须依制度执行、按规则办事;在辩证思维层面,我们要善于统筹"五大要素""五大关系"。

A holistic view of national security was first proposed by President Xi Jin-ping at the first meeting of the Central Committee on National Security,which is the first major strategic idea that has been established as the guiding idea of national security work in the history of our Party.With its rich connotations,a holistic view of national security embodies strict strategic system and scientific way of thinking.At the level of strategic thinking,it highlights the absolute leadership and top-level design of the Party;at the level of people-based thinking,it is reflected in the fact that the people’s security is the core of national security and the essence of the overall concept of national security;at the level of bottom-line thinking,it requires us to have both a sense of apprehension and a spirit of struggle,and to take a clear-cut stand in the face of major issues of right and wrong;at the level of rule of law thinking,it is necessary to prevent and resolve risks in the security field in accordance with the system and rules;at the level of dialectical thinking,it is necessary to be adept at integrating the“five elements”and“five relationships”.
