摘要
以江苏省2003年—2019年上半年省级机关颁布的85项基层卫生人才政策文件为样本,运用内容分析法并结合江苏省的实际情况,从基层卫生人才政策的文件颁布频数、文件颁布部门、政策文件种类、政策类型4个维度进行系统分析,发现江苏省基层卫生人才政策正处于系统化阶段,存在着政策颁布主体多样但联合行文较少、政策可操作性不足、缺乏人才引进和激励政策、政策实施后医疗资源分布不均等问题。作者针对政策存在的问题给出建议,以期为今后江苏省基层卫生人才建设提供参考。
Based on the 85 grassroots health personnel policy issued by provincial authorities in Jiangsu Province from 2003 to the first half of 2019,the paper use content analysis method combined with the actual situation of Jiangsu Province,and makes a systematic analysis from four dimensions:the frequency and departments of the documents issued,the types of policy documents and the types of policies.It was found that the grassroots health personnel policy in Jiangsu Province is in a systematic stage,and there are some problems such as the diversity of policy promulgation subjects but few joint issued,insufficient policy operability,lack of talent introduction and incentive policies,and uneven distribution of medical resources.The paper puts forward some suggestions in order to solve the existing problems and contribute to the development of grassroots health personnel policy making in Jiangsu Province,with a view to making contributions to the construction of grassroots health talents in Jiangsu Province in the future.
