摘要
实施双语教育是我国培养“民汉兼通”型双语人才的重大举措,社会效益广泛而深远。新时代背景下,双语教育面临部分教育利益相关者对其基本模式认知偏差、文化间性认知错位和时代价值认知滞后的挑战,亟须引导教育利益相关者理性认识并依法推进双语教育。苏德教授的《中国民族教育发展报告(2015-2018)·现实与前瞻:民族地区双语教育研究》作为大样本调查研究成果,为教育利益相关者认识双语教育提供了可资借鉴的信息保障,为双语教育发展提供了实然性制度依据和应然性政策建议,也为我国民族地区依法稳妥推行双语教育提出了树立“新时代科学正确的民族教育观”、科学正确制定语言规划、厘清双语教育问题并揭示规律、重视少数民族双语教育实践等若干实践路径。
The implementation of bilingual education is an important measure to train bilingual professionals in China and its social benefits have been widespread and profound.In the new era,bilingual education is facing challenges including:some educational stakeholders’cognitive deviations to its basic model,cultural dislocation and the delay of cognition towards time value.It is urgent to guide the rational recognition of educational stakeholders and promote bilingual education according to law.Professor Su De’s“China Minority Education Development Report(2015-2018)”is regarded as results of a large sample surveys.The report provides information guarantee for educational stakeholders to understand bilingual education.It provides practical system basis and policy suggestion for the development of bilingual education,and puts forward some practical approaches to establish“scientific and correct concept of ethnic education in the new era”,scientifically and correctly formulate language planning,clarify bilingual education problems and reveal laws,and attach importance to the practice of bilingual education for ethnic groups.
