“三区三州”基础教育教研工作现状与对策研究 被引量:3

Research on the Current Situation and Countermeasures of Basic Education Teaching and Research in“Three Districts and Three Prefectures”

摘要 为了贯彻落实中央脱贫攻坚精神,全面了解“三区三州”基础教育教研工作状况,课题组对“三区三州”241名教研机构负责人和2275名教研员进行了问卷调查,并对部分地区进行了实地调研。结果发现:(1)教研管理机制逐渐健全,教研机构设置仍待完善;(2)人员配置有所增强,编制配备仍然不足;(3)工作职责更加明确,内容形式仍待清晰;(4)教研员素质有所提升,进修培训仍待加强;(5)工资福利有所提高,保障条件仍待完善;(6)教研员工作满意度一般。为了提高“三区三州”基础教育教研工作水平,提出对策建议:一要加强教研机构建设,逐渐完善管理机制;二要配齐配足教研人员,不断壮大教研力量;三要注重教研转型发展,全面提高教研质量;四要强化人员进修培训,逐步提升队伍素质;五要完善待遇保障机制,持续改善保障条件。 In order to carry out the spirit of the central government to fulfill poverty alleviation and fully understand the situation of basic education and research in“three districts and three prefectures”,the research group conducted a questionnaire survey of 241 heads of teaching and research institutions and 2,275 teaching and research staff in“three districts and three prefectures”,and carried out field research in some areas.Results indicate:1)the management mechanism of teaching and research is gradually improving,and the establishment of teaching and research institutions remain to be improved;2)staff arrangement has been enhanced,yet positions remain insufficient;3)job responsibilities have been ensured and the form of content remains to be clarified;4)overall qualification of teaching staff have improved and continued training program for teachers remain to be strengthened;5)the wages and benefits have been raised,yet social welfare conditions remain to be improved;6)teaching staff enjoy mediocre satisfaction towards their jobs.In order to improve the teaching and research level of basic education in“three districts and three prefectures”,some countermeasures and suggestions are listed as follows:firstly,strengthen the construction of teaching and research institutions and gradually improve the management mechanism;secondly,facilitate and constantly strengthen sufficient teaching and research staff;thirdly,pay attention to the transformation and development of teaching and research,and comprehensively improve the quality of teaching and research;fourthly,strengthen personnel training and gradually improve the overall quality of the teaching staff;fifthly,improve the benefit guarantee mechanism and continuously enhancing benefit conditions.
