基于相对集中指数的北部湾港城关系发展研究

Research on the Development of the Relationship between the Port and City of Beibu Gulf Based on the Relative Concentration Index

“城以港兴、城以港荣、城港相长”,这是世界各国港口城市发展的普遍规律。随着国家“一带一路”倡议及打造西南战略新支点进程的日益深化,北部湾、钦州港和北海港三大港口成为海上丝绸之路的重要组成部分。在RCI指数的基础上,应用改进后的RCI对北部湾港口城市近五年来的发展状态作了分析,通过对北部湾港城发展水平的比较,揭示了北部湾港城关系的变化特征。发现北部湾整体的港城发展RCI系数虽然仍处于较低水平但逐年稳定上升,同时港口发展水平不断增长,港口发展水平与城市发展水平越来越趋于同步。为北部湾港城协同长远发展提出了积极发展北部湾地区现代化港口物流管理信息技术、引进人才、促进港城一体化建设、提高港城发展协同度等建议。

"The city is prospered by the port,the city is prospered by the port,and the city and port grow together"is the universal law of the development of port cities in the world.With the deepening of the national“One Belt One Road”initiative and the deepening of the process of building a new fulcrum for the Southwest Strategy,the three major ports of Beibu Gulf,Qinzhou Port and Beihai Port have become important components of the Maritime Silk Road.Based on the RCI index,this paper uses the improved RCI to analyze the development status of the Beibu Gulf port city in the past five years.By comparing the development level of the Beibu Gulf port city,it reveals the changing characteristics of the relationship between the Beibu Gulf port city.It is found that although the overall RCI coefficient of the port city development of Beibu Gulf is still at a relatively low level,it has been steadily increasing year by year.At the same time,the port development level continues to grow,and the port development level and the city development level are becoming more and more synchronized.Finally,this article puts forward suggestions for the long-term development of the Beibu Gulf port city,such as actively developing modern port logistics management information technology in the Beibu Gulf area,introducing talents,promoting the integrated construction of the port and city,and improving the coordination degree of the port city development.
