面向不动产登记的地楼房测绘服务体系建设

Construction of Land-building-house Surveying and Mapping Service System for Real Estate Registration

鉴于我国对压缩不动产登记时间的需求,本文提出一个以优化测绘成果获取方式来节省时间的地楼房测绘服务体系。其以广州市增城区为例,以一个合同、一套数据、高效流程为要求,通过测绘队伍合并改革、地图引擎数据推送、三证合办、三测合办等方式,建成了较为完善的服务体系。结果表明,该体系可以提供全过程地楼房测绘服务,其优化了供地、规划、预销售三类测绘成果的获取方式,从而为区县级城市的不动产登记压缩时间提供了保障。

As China needs to reduce real estate registration time,this paper proposes a land-building-house surveying and mapping service system that saves time by optimizing the way to obtain surveying and mapping results.The paper takes Zengcheng District,Guangzhou as an example,and takes unified contract,unified data,and efficient processes as the requirements.It has established a relatively complete service system through surveying and mapping team merger reform,data pushing by map engine,unified processing of three documents,unified management of three surveying and mapping operations.The results show that the system can provide the whole process of surveying and mapping services.It optimizes the way of providing surveying and mapping results such as land supply,planning,and pre-sale,so as to guarantee the reduction of processing time for real estate registration in district-county cities.
