基于社会主要矛盾新变化的高等教育高质量发展新思路

The New Path of the High-Quality Development of Higher Education Based on the New Changes of Major Social Contradictions

高等教育的高质量发展关系到整个社会的发展和稳定。在新时代,我国社会主要矛盾发生了新的变化,高等教育高质量发展呈现出从追求量转变到重视质、从关注“硬需求”转变到强调“软需求”、从着重“生存”转变到注重“发展”的新需求。基于社会主要矛盾新变化,新时代我国高等教育高质量发展要解决区域分布、资金投入、师资水平、入学机会等不均衡不公平问题。办好人民满意的高等教育,满足人民日益增长的美好生活需要,必须强化高等教育供给侧改革,推动高等教育区域分布均衡;有区别、有重点、有层次地为高等教育高质量发展提供资金支持;充分利用网络超越时空的优势,解决地区之间师资水平的差异;进一步改革高校招生机制,确保高等教育入学机会公平。

The high-quality development of higher education is related to the development and stability of the whole society.In the new era,new changes have taken place in the major social contradictions of our country,with the shift of pursuit from quantity to quality,from“hard demand”to“soft demand”,from“survival”to“development”.Based on these new changes,we need to solve the problems of unbalanced and unfair development,in the fields of regional distribution of education resources,capital investment,teachers’capacity and enrollment opportunities.To guarantee a satisfactory development of higher education and meet the people’s increasing demands for a better life,we must strengthen the supply-side reform of higher education and promote the balanced regional distribution of higher education resources;provide financial support for the education in a differentiated,focused and hierarchical way;make full use of the advantages of network to bridge the gap between different levels of teachers’capacity of different regions;deepen the reform of the college admission mechanism,to ensure the fair opportunities of receiving higher education.
