摘要
随着人民物质和文化需求的日益增长,近年来我国各大城市举办文体活动的规模及数量均在不断增加,以北京市为例,2019年北京市举办的大型活动超过150场。作为群众性活动,大型活动往往会吸引高密度的人流在有限的物理空间内集聚,不可避免的带来客流集散效率下降和潜在人群安全隐患等弊端,让公共安全风险管控问题日益突出。以2019年北京世界园艺博览会为例,针对人群行为和拥挤特征,通过仿真分析,对交通组织预案进行全面评估,甄别风险,提出安全保障措施及行人管控改善方案。结合仿真评估后评价,仿真评估可为大型活动风险管控提供有效技术支撑。
With the increasing material and cultural needs of the people,the scale and quantity of cultural and sports activities held by major cities in China are increasing.In 2019,more than 150 large-scale events were held in Beijing.As a mass activity,large-scale activities tend to attract high-density people to gather in the limited physical space,which inevitably brings problems such as the decline of passenger flow distribution efficiency and potential crowd security risks,making the contradiction of public security risk management and control increasingly prominent.Taking the 2019 Beijing World Horticultural Exposition as an example,the traffic organization plan is comprehensively evaluated through simulation analysis,and the safety assurance measures and pedestrian control improvement plan are proposed.Combined with post evaluation of simulation evaluation,simulation evaluation can provide effective technical support for risk management and control of large-scale activities.
