以“两抓三优化”应对全球能源变局——专访国际能源论坛原秘书长孙贤胜

2020年上半年,全球新冠肺炎疫情蔓延对油气行业造成直接冲击,并加速化石能源消费峰值的提前到来。“欧佩克+”减产及其延期决定在一定程度上提振了市场信心,但未来市场走势仍面临着疫情发展、美国页岩油气生产、减产联盟合作前景等不确定性。当前,国际能源领域面临如何保持市场稳定、推进全球能源转型、推动新技术发展三大挑战。这涉及广泛的国际合作,需要各国共同应对。建议我国积极参与国际合作与对话;办好能源交易中心,提高对油气定价的影响力和话语权;发挥自身优势,积极参与国际能源项目,加强与资源国的合作。中国经济引领世界经济复苏趋势,但疫情在某些国家仍然肆虐,国际油气市场形势依然严峻,建议我国石油企业实施“两抓三优化”,即抓好战略研究,抓好新技术研发;优化产业结构,优化相关后勤保障、服务板块以及科研队伍,优化国际合作项目和合作伙伴。

In the first half of 2020,the spread of the coronavirus has had a direct impact on the oil and gas industry and accelerated the early arrival of peak fossil energy consumption.The alliance of OPEC and other producers has boosted market confidence to some extent by the production cut and the extend decision.But there are still uncertainties such as the extension of the pandemic,the production of shale oil and gas in the US,and the prospect of the cooperation of the production reduction alliance.At present,the international energy sector faces such three major challenges as maintaining market stability,promoting global energy transformation,and facilitating development of new technologies and all involve extensive international cooperation and require a joint response by all countries.It is suggested that China’s petroleum industry should actively participate in international cooperation and dialogue;operate energy trading center well to improve the influence and voice of oil and gas pricing;give full play to its advantages to actively participate in international energy projects and strengthen cooperation with resource countries.The Chinese economy is leading the world economic recovery while the pandemic is still raging in some countries and the international oil and gas market is still grim.Therefore,it is suggested that Chinese oil companies should carry out“two priorities and three optimizations”,namely,focusing on strategic research and R&D of new technologies;optimizing industrial structure,relevant logistics support,service sectors and research teams,and international cooperation projects and partners.
