我国环境健康风险评估指南编制的思考

Thoughts on compilation of guidelines for environmental health risk assessment in China

通过调研国内外环境健康风险评估指南编制进展,厘清我国已发布环境健康风险评估指南与国际组织和发达国家的差距。总体而言,我国指南发布缺乏长期的积累,且存在覆盖范围较窄、框架体系尚不清晰等不足。借鉴国际较为完善的环境健康风险评估指南体系,考虑我国风险评估工作基础,针对我国指南编制存在的问题和需求,建议我国的环境健康风险评估指南按照"分类编"、"分步走"的框架进行编制。

By investigating the development of environmental health risk assessment guidelines in China and abroad,the gap between published environmental health risk assessment guidelines in China and international organizations and developed countries was clarified,and suggestions for the development of risk assessment guidelines were made.The official websites of public health and environmental protection departments in international organizations,developed countries and China online were searched,and the published guidelines,principles,reference materials and tools for environmental health risk assessment were summarized,and the differences between China and advanced international organizations and developed countries on environmental health risk assessment publications were analyzed.Generally speaking,there were gaps in the development of the guidelines.Environmental health risk assessment guidelines in China were lacking in long-term accumulation,and had shortcomings in coverage,and the framework was unclear.With the reference to the comprehensive international environmental health risk assessment guideline system and considering the basis of environmental health risk assessment work in China,it was recommended that the compilation of environmental health risk assessment guideline in China would follow the framework of"classification"and"step by step".
