摘要
为了使政府投资工程项目决策更加科学合理,首先识别出影响政府投资工程项目决策的利益相关者,分别以政府、周围群众、执行机构及其他群体四个视角的重点关注因素为指标建立评价体系,并引入Shapley值来确定各个视角和指标的权重大小,有效解决了属性间的相互作用,通过TOPSIS模型进行方案评价,在多个备选方案中得到最优投资方案。最后通过实证计算,验证了该方法的科学性和有效性,从而为我国未来的政府投资工程项目决策问题提供了一定的理论依据。
At present,with the rapid development of government investment projects,the stakeholders involved in investment decision-making are more and more complex.In order to make the decision-making more scientific and reasonable,the first step is to identify the stakeholders that affect the decision-making of government investment projects,and establish an evaluation system based on the four perspectives of the government,the surrounding masses,the implementing agencies and other groups,respectively the Shapley value is used to determine the weight of each perspective and index,which effectively solves the interaction between attributes.The TOPSIS model is used to evaluate the scheme,and the optimal investment scheme is obtained from multiple alternatives.Finally,through empirical calculation,the validity and scientific of the method are verified,which provides a theoretical basis for the future decision-making of government investment projects in China.
