基于校院二级管理机制的科研项目管理对策研究

Study on Countermeasures of Scientific Research Projects Based on the Secondary College Management Mechanism

地方新建本科高校作为国家科技创新的重要参与者,其科研项目管理水平将制约自身科研事业的发展,并限制服务地方产业和行业水平的提升。该文以学校综合改革行动计划为契机,针对地方新建本科高校在科研项目管理中存在诸如科研项目管理重申请轻管理、考核过于量化及重数量轻质量、科研成果难以收集及统计等问题,通过理顺科研项目校院二级管理机制,提出以成果产出为导向的地方新建本科高校科研项目管理可持续性发展的对策和方法。

As an important participant in national scientific and technological innovation,the management level of scientific research projects of local newly-built universities will restrict the development of their own scientific research undertakings,and restrict the promotion of local industry and industry level.This paper took the comprehensive reform action plan of Xiamen University of Technology as an opportunity to solve the problems existing in the management of scientific research projects of local newly-built universities,such as the emphasis on application over management,quantity over quality,and the difficulty in collecting and counting scientific research achievements,and to straighten out the secondary management mechanism of scientific research projects,and put forward the countermeasures and methods for the sustainable development of scientific research project management guided by achievements and outputs.
