我国高等教育的公平与效率问题探析

高等教育如何实现公平和效率并进?该文认为,我国在高等教育发展过程中,由于"效率优先、兼顾公平"论的影响,高等教育资源配置不合理、高等教育投入不足、现代大学制度建设滞后及高校内部改革不到位,出现了一些不公平与效率低下的问题。对此,可通过转变观念,积极发挥政府部门的作用,确立"向中西部地区倾斜"的高等教育发展战略,取消向重点大学的倾斜政策,深化高等教育体制改革和高校内部改革等途径来实现我国高等教育公平与效率的兼顾。

How can higher education achieve equity and efficiency?In the process of the development of higher education in China,due to the influence of the theory of"efficiency first and fairness considered",the allocation of higher education resources is unreasonable.The investment in higher education is insufficient.The construction of modern university system lags behind,and the internal reform of colleges is not in place.There are some problems of unfairness and low efficiency.In this regard,we should achieve the balance between fairness and efficiency of higher education in China by changing the concept,giving full play to the role of government departments,establishing development strategy of"giving better treatment to the central and western regions",canceling the better treatment policy to key universities,and deepening the reform of higher education system and internal reform of universities.
