民兵应急指挥系统的设计与应用

Design and Application of Militia Emergency Command System

随着城市建设的快速发展,各类突发性事件和自然灾害时有发生,对城市管理服务水平及快速响应能力提出了更高的要求.民兵应急指挥系统能有效解决传统武装工作中组织虚拟、人员虚编、教育虚化、管理虚位等矛盾问题,实现军民应急联动.文章分别从系统架构设计、应用方案设计、安全设计展开研究,将调度与指挥功能集成,结合语音、视频、即时消息等综合通讯能力,设计了完整的应急指挥系统,实现了应急指挥的有效联动.

With the rapid development of city construction,all kinds of emergencies and natural disasters occur from time to time,and higher requirements are placed on enhancing city management services and rapid response capabilities.The militia emergency command system can effectively solve the contradictory problems in the traditional armed work,such as organization virtualization,personnel infatuation,education inadequacy,and management inadequacy,and realize military-civilian emergency linkage.In this paper,by researching the system architecture design,application plan design,and security design,we integrate the scheduling and command functions,and combine voice,video,IM and other comprehensive communication capabilities to design a complete emergency command system.The system achieves dynamic effective linkage of emergency command.
