应急创新生态系统构建及治理机制研究——以新冠肺炎疫情为例

Research on Construction and Governance Mechanism of Emergency Innovation Ecosystem—A Case Study of COVID-19 Epidemic

国内关于创新生态系统以及应急管理的研究取得了一定成果,但很少有将二者结合起来的研究文献。在分析界定应急创新生态系统内涵的基础上,从创新生态的视角明晰系统的六大应急创新主体、三大应急创新种群和内外部创新环境,构建应急创新生态系统模型,并基于多中心治理理论分析应急创新生态系统的治理机制,包括政策机制、应急物资保障机制、疫情防治应急机制、技术创新机制、需求反馈机制和协同机制,为公共卫生应急管理系统发展提供一定的思考。

Domestic researches on innovative ecosystems and emergency management has achieved certain results,but there are few literature that combine the two factors.This study analyzes the connotation and characteristics of the emergency innovation ecosystem,then from the perspective of innovation ecology,determines six emergency innovation subjects,three emergency innovation populations and innovation environment of the system.An emergency innovation ecosystem model is constructed,and the study analyzed the governance mechanism of emergency innovation ecosystem from the perspective of multi-center governance theory,including policy mechanism,emergency material guarantee mechanism,epidemic prevention and emergency mechanism,technological innovation mechanism,demand feedback mechanism and coordination mechanism.This study provides certain suggestions for the development of public health emergency management system.
