长三角承接国际服务外包的竞争力及影响因素

On Competitive Power and Influence Factors of Undertaking Outsourcing of International Service in Yangtze River Delta

国际服务外包作为新一轮全球资源优化配置的主要形式,是发达国家和发展中国家促进贸易结构升级的有效途径。文章基于2010-2018年上海、苏州、南京、杭州、宁波等长三角地区主要服务外包示范城市的面板数据,运用因子分析法对承接国际服务外包竞争力的影响因素进行分析,测度并比较各城市的竞争力水平。研究发现,商务经济环境、开放与创新水平、产业竞争力以及政策环境是影响各地区承接国际服务外包的最关键因素;五个城市中,上海、苏州竞争力优势显著,杭州、宁波、南京实力相近,地区间发展不均衡。最后基于研究结论对新常态下如何提升长三角地区承接国际服务外包的竞争力提出相关政策启示。

The outsourcing of international service is the main pattern in optimizing the allocation of global resources,which is also an effective way to upgrade their industrial structure for both developed countries and developing ones.Based on the panel data during the year from 2010-2018 of the service outsourcing exemplary cities in Shanghai,Suzhou,Nanjing,Hangzhou,and Ningbo in the Yangtze River Delta regions,this paper empirically analyzes the critical influencing factors and measures the competitiveness of major cities with the factor analysis method.The results show that the most critical factors affecting the outsourcing of the international service in various regions are the business economic environment,the openness and the innovation level,the industrial competitiveness and the policy environment.Among the five cities,Shanghai and Suzhou have significant competitive advantages.The competitiveness gap of Hangzhou,Ningbo and Nanjing is not obvious,and the development among regions is uneven.Some relevant policy implications are put forward of how to enhance the competitiveness of undertaking outsourcing of international service in the Yangtze River Delta under the new normality based on the research conclusion.
