移动互联网背景下协商治理困境研究

On Deliberative Governance Dilemma with Mobile Internet

移动互联网的发展极大促进了线上协商治理的普及,线上协商治理是加强与创新社会治理方式的重要举措。然而,作为协商治理关键所在的公共理性,在移动互联网的隐匿性、即时性及泛在性等特征影响下,呈现出一种缺失的状态。公共理性在移动互联网背景下的缺失主要表现为“人人皆媒”与草根化,究其根源,在于移动互联网特性所导致的连接模式的“流散化”,也就是人与人、人与信息之间的连接模式呈现出流动性与分散化的特征。为了提升移动互联网背景下的协商治理成效,有必要尊重差异,提升个人素养,线上线下公众参与相结合以及加强网络空间治理。

The development of mobile internet has greatly promoted the popularity of the online deliberative governance,which is an important measure to strengthen and innovate the way of social governance.However,the public reason as the crux of the deliberative governance,under the influence of the anonymity,the real-time and ubiquity of the mobile internet,presents a missing state.The missing of the public reason under the background of the mobile internet is mainly manifested as“everyone involved in the media”and grassroots as well.The bottom searched lies in the“mobility and decentralization”of its connection mode caused by the characteristics of the mobile internet.In other words,that is the connection mode of Man to Man,Man and information that presents the characteristics of mobility and decentralization.In order to improve the effectiveness of the deliberative governance under the background of the mobile internet,it is necessary to respect to diversity,improve personal qualities,integrate online and offline public participations and strengthen the cyberspace governance.
