乡村振兴视域下新疆农村人居环境改善分析与对策

Analysis and Countermeasures of Rural Living Environment Improvement in Xinjiang from the Perspective of Rural Revitalization

改善农村人居环境,建设美丽宜居乡村,是以习近平同志为核心的党中央从战略和全局高度做出的重大决策,是实施乡村振兴战略的重要内容,也是全面建成小康社会、事关广大农民根本福祉、推进农村社会文明和谐的重要举措。新疆自治区深入学习贯彻习近平生态文明思想,树立新发展理念,布局农村厕所革命、庭院整治、居住环境改善、污水排放整治、垃圾治理和村庄整治等重点工作,谋划推进新疆农村人居环境整治工作,成效显著。通过对现阶段新疆农村人居环境进展情况的分析,对成熟的经验做法进行总结,发现存在的问题,探索未来路径选择,并从智力支持、资金支持、财政支持、技术支撑和创设政策等方面提出了促进新疆农村人居环境改善的对策与建议。

Improving rural living environment and building livable beautiful countryside is a major strategic and overall height decision made by President Xi Jinping, as the core of the CPC Central Committee, it is the important content to implement the rural revitalization strategy, and also the important measure to build a well-off society in an all-round way, concern the fundamental well-being of the broad masses of farmers,promote rural civilization and harmonious society. Xinjiang Uygur Autonomous Region has thoroughly studied and implemented Xi Jinping thought on ecological civilization, set up a new development concept, laid out key works such as rural toilet revolution, yard improvement, improvement of living environment, sewage discharge improvement, garbage treatment and village improvement, planned to promote the improvement of rural living environment in the region, and achieved remarkable results. Through the analysis of the current situation of rural living environment in Xinjiang, the mature experience and practices were summarized, the existing problems were found, the future path selection were explored, and countermeasures and suggestions on promoting the improvement of rural living environment in Xinjiang were put forward from the aspects of intellectual support,financial support, fiscal support, technical support and creation policies and so on.
