[目的/意义]探究代尔夫特理工大学科研数据管理的成功经验,能够有效推进国内高校科研数据管理服务实践进程。[方法/过程]通过网络调查和内容分析,从科研数据政策体系构建、科研数据管理服务团队建设方面深度剖析代尔夫特理工大学的科研数据管理实践。[结果/结论]研究发现,代尔夫特理工大学在科研数据管理政策体系构建与服务团队建设方面较为成熟和完善,得出我国高校科研数据管理的几点启示:科研数据管理政策体系构建方面应落实学院政策制定自主权,实行校院两级数据政策模式;厘清责任主体,明确权责机制;科研数据政策体系的构建要兼顾整体性、系统性与学科性原则。科研数据管理服务团队建设方面应设置学院数据专员岗位,科学配置服务团队;明确岗位职责,健全激励机制;科研数据管理服务团队的建设要注重合理性、先进性与协同性原则。

[Purpose/Significance]Investigating the successful experience of scientific research data management at Delft University of Technology can effectively promote the practice process of scientific research data management services in domestic universities.[Method/Process]Through network survey and content analysis,from the perspective of the construction of scientific research data management policy system and scientific research data management service team construction,Delft University of Technology’s scientific research data management practices are deeply analyzed.[Result/Conclusion]The research finds that Delft University of Technology is relatively mature and perfect in the construction of scientific research data management policy system and service team construction,and presents the enlightenment and suggestions on the management of scientific research data in Chinese universities:In terms of the construction of a scientific research data management policy system,we should implement the autonomy of college policy formulation and implement a two-level data policy system;clarify the subject of responsibility and clarify the power and responsibility mechanism.It is necessary to consider the principles of holistic,systematic and disciplinary.In the construction of scientific research data management service team,a position of data management specialist should be set up,and the service team should be scientifically configured.The responsibilities of the post should be established and the incentive mechanism should be improved.
