新冠疫情对我国对外经贸发展的冲击及应对

The Effects of COVID-19 Pandemic on China s International Economic and Trade Development and the Responses

自新冠疫情暴发后,迅速恶化,已蔓延至全球200余个国家和地区,截至2020年6月5日感染人数已超过650万。就当前的疫情发展来看,新冠疫情在短期内还很难得到控制,其对全球经贸带来了巨大的负面影响,在此背景下精确分析新冠疫情对我国对外经贸合作的影响,并探索有效的应对之策尤为重要。本文利用中国历年对外贸易、投资、劳务合作及承包工程相关数据研究发现,新冠疫情的暴发使得我国2020年第一季度的对外贸易下降了15.23%,引进外资下降了23.14%,对外投资下降了29.12%,劳务合作派出劳务人员人数下降了44.61%,对外承包工程业务完成额下降了26.46%。进而从全球化参与、企业发展、营商环境以及在外劳务人员安全等视角提出了相应的应对之策,以期能对我国的对外经贸发展有所助益。

Since the outbreak of COVID-19 pandemic,it has rapidly deteriorated,and has spread to more than 200 countries and regions,with more than 6.5 million people infected as of June 5,2020.From the perspective of current spread of the pandemic,it is difficult to be controlled in a short period,which has brought series of huge negative impacts on the global economy and trade.Under this background,it is necessary to accurately analyze the impact of COVID-19 pandemic on China s foreign economic and trade cooperation,and to explore effective corresponding countermeasures.According to the relevant data of China s foreign trade,investment,labor cooperation and engineering contracting over the years,we find that due to the outbreak of COVID-19 pandemic,China s foreigh trade reduced 15.23%,foreign investment dropped 23.14%,outward investment declined 29.12%,the number of labor dispatched by labor cooperation fell 44.61%,and the amount of foreign engineering contracting descended 26.46%.Furthermore,the paper puts forward corresponding countermeasures from the perspective of globalization participation,enterprise development,business environment and safety of laborers abroad in order to contribute to the development of China s foreign economic and trade development.
